Libyan State Council to appoint military and Central Bank chiefs

Libya’s State Council has announced plans to appoint new heads of the military and a new governor for the Central Bank of Libya, despite national and international rejection of its unilateral assumption of legislative powers from the House of Representatives.

Mohammed Mazaib, the Council’s second deputy president, has instructed the Counter-Terrorism, Security and Stability Committee to prepare a law that delegates the powers of the Supreme Commander of the Libyan Army and other leading army posts. The law will also allow the Political Agreement Implementation Committee to make nominations for the governorship of the Central Bank, the High National Elections Commission, the presidency of the Supreme Court and the post of Attorney General.

The State Council’s decision to make these appointments quickly, particularly the bank governorship, has to be viewed in the light of the expiration of the term of office of the current post-holder, Saddek Elkaber. He was appointed by the former General National Congress in 2012.
