"The responsibility for providing assistance to refugees should be borne by those who instigated destabilisation in the vast region of the Middle East and North Africa," the ministry said in a statement.

The formal response came after a meeting between Russian Foreign Minister Sergey Lavrov and UN High Commissioner for Refugees Filippo Grandi in Moscow.
