Earlier in September, the Houthis refused to participate in the Geneva consultations after the Arab coalition declined to evacuate the wounded.

The Yemeni government accused the Houthis of smuggling Iranian experts among the wounded, who had provided training and military expertise to Houthis in their fight against government forces.
