From Count Bernadotte to the ‘Gaza Board of Peace’

On the afternoon of 17th September 1948,  a three-car convoy wound its way through the tense, war-torn streets of Jerusalem. Inside one of the vehicles sat Count Folke Bernadotte, the Swedish aristocrat  and diplomat who had achieved international renown during World War II for saving thousands of concentration camp inmates from the brink of Nazi slaughter. As the first United Nations mediator for Palestine appointed in 1947, with a mandate to promote a peaceful adjustment of the situation, he was tasked with a different kind of rescue mission: arresting a spiralling regional war and establishing a framework for a just, legal peace.

The convoy never reached its destination. In the Katamon neighbourhood, the vehicles were ambushed by four men dressed in Israeli army uniforms. One of the gunmen thrust a submachine gun through the open window of Bernadotte’s car, emptying a magazine into the diplomat’s chest and killing him alongside his chief observer, French Colonel André Serot.  

The assassination was not a random act of wartime chaos. It was a cold, premeditated strike executed by Lehi- the militant Zionist underground faction known to the British and the wider world as the Stern Gang. For those unacquainted with the grim genealogies of modern Middle Eastern politics, the Stern Gang was a paramilitary terrorist organisation that explicitly rejected international law, viewed the UN as an existential threat to maximum territorial expansion, and pioneered political assassination as a tool of statecraft. Among its three triumvirate leaders who authorised the hit was Yitzhak Shamir, a man who would never face a day of justice for the murder and would instead rise to become the Prime Minister of Israel (1983-84 and 1986-92). 

The Stern gang killed Count Bernadotte because of a singular, unyielding principle contained in his peace proposals to the UN General Assembly: the absolute, non-negotiable right of displaced Palestinian refugees to return to their homes and recover their stolen properties. Bernadotte recognised that no peace could be moral, legal, or durable if it was built upon the forced, permanent expulsion of a population. Seventy-eight years later, as we mark another anniversary of his martyrdom, the international community has not merely forgotten Bernadotte’s lesson; it has subverted it.

Today, the very concept of ‘peace’ has been hollowed out, corporate-branded, and reduced to a grotesque parody of international law. We now live in the era of the Gaza ‘Board of Peace’, (BoP). The privatization of peace: Inside the boardroom

Concocted in private suites and formalised at the World Economic Forum in Davos in 2026, the self-styled Gaza Board of Peace operates less like a diplomatic body and more like a venture-capital firm- the ultimate realisation of a cynical, transactional statecraft.

It is an entity explicitly designed to bypass, weaken, and ultimately supplant the United Nations. Where Folke Bernadotte stood as an emissary of global consensus, the Board of Peace is a private syndicate of western political elites, real estate developers, and corporate tycoons.

To scan the roster of the Board’s leadership is to look at a rogues’ gallery of neoliberal hubris and conflict capitalism- led by figures like Trump’s son-in-law Jared Kushner, former British Prime Minister Tony Blair, and Wall Street executives like Apollo Global Management’s Marc Rowan. 

There is an intentional, dark irony to this structure. The future of Gaza, the destiny of millions of Palestinians, and the allocation of reconstruction funds are dictated by a board where Palestinians have no vote, no veto, and no voice. At the apex of this farce is its self-appointed, lifetime chairman Donald Trump- a man whose worldview reduces global diplomacy to nothing more than a real estate transaction.

This is colonialism re-packaged as ‘disruptive philanthropy,’  -a slick new corporate buzzword for what neoconservatives used to call ‘creative destruction,’- where public institutions are violently smashed to pieces under the arrogant, uninvited pretence of modernising them.   

While the Board’s glossy public relations apparatus rolls out its ‘Master Plan for New Gaza’- a $25 billion blueprint boasting luxury waterfronts, tech hubs, industrial parks  and ‘workforce housing’ – the reality on the ground is a corporate dystopia, which has effectively broken the back of traditional diplomacy. Even legacy state actors like Germany, historically UNRWA’s most vital financial life-line, find themselves completely paralyzed. Berlin issues hollow, toothless condemnations, declaring that the targeted destruction of UNRWA schools ‘must stop,’ while simultaneously cutting off aid to Gaza under Western political pressure. The message from the new order is clear: traditional humanitarianism is obsolete; the future of Palestine belongs exclusively to the corporate privateers.

Does it even need repeating? This is not a peace plan-  it is a liquidation strategy. The Board’s foundational principles demand absolute, unilateral Palestinian disarmament and total capitulation as a prerequisite for a single cent of aid. If the population does not comply, they are forced into designated ‘humanitarian zones’ monitored by multilateral forces, effectively turning what remains of the Gaza Strip into a grid of corporate-managed internment camps.

The war on the refugee: Erasing the word

The most insidious dimension of this modern ‘peace’ framework is how it interfaces with long-standing Israeli state policy. To understand the Gaza ‘Board of Peace’ one must understand what it is designed to replace. By actively cutting out the United Nations, the Board is providing the diplomatic cover for Israel to achieve its ultimate geopolitical objective: the total eradication of the Palestinian refugee identity.

For nearly eight decades, the existence of the Palestinian refugee has been a permanent, living indictment of the Zionist project. To accept the word ‘refugee’ is to accept that there is a homeland to which they must return- the very principle Folke Bernadotte died defending. Therefore, for the Israeli political establishment, the solution to the Palestinian problem has never been a political compromise; it has been semantic and physical erasure. If you can erase the word ‘refugee,’ you erase the right of return. If you erase the right of return, the Palestinian cause ceases to exist in international law.

In Count Folk Bernadotte’s report to the organisation, before he was assassinated,  he concluded it would be ‘an offence against the principles of elemental justice’ if the innocent Palestinian victims of the war were denied the right to return to their homes, and Jewish immigrants were permitted to flow into Palestine, with the threat of permanently replacing Arab refugees who had been rooted in the land for centuries. 

Today, the frontline of this war of erasure is the systematic destruction of the United Nations Relief and Works Agency. UNRWA is not merely an aid organisation; it is the legal, institutional custodian of the Palestinian refugee status. It is the thread that connects the dispossessed of 1948 to their descendants in Gaza, the West Bank, Lebanon, Syria, and Jordan.

Over the course of the ongoing assault on Gaza since October 2023, we have witnessed the physical manifestation of this policy. UNRWA schools have been systematically bombed and turned to rubble. UNRWA clinics, logistics centres, food warehouses, and medicine dispensaries have been deliberately targeted and dismantled. Hundreds of UNRWA aid workers have been killed. This is not collateral damage. It is a calculated infrastructure campaign to ensure that the institutional framework that registers, protects, and sustains Palestine’s refugees is completely annihilated.

By levelling these institutions, Israel aims to create a vacuum of despair, which the Gaza ‘Board of Peace’ is perfectly positioned to fill.

The Board’s charter, significantly, avoids any mention of fundamental human rights, accountability, international law, or historical justice. Instead, it offers a stark, transactional bargain: surrender your legal status as a refugee, forget your ancestral lands, accept your permanent displacement, and in exchange, the Board will allow corporate developers to build ‘workforce housing’ over the graves of your children.

This is part of an intensifying wider global campaign orchestrated by Israel and its supporters to erase the word Palestine from history books and museums. The Israeli Knesset passed sweeping laws banning UNRWA from operating inside Israeli controlled areas, and rendering their schools illegal. This legislation , although from late 2024 and January 2026, was officially put into practice on 31 August 2026. As a result, UNRWA  faced a concerted campaign over its curriculums. In Lebanon, it replaced the word Palestine with ‘West Bank’ and ‘Gaza Strip’ on certain maps in its sixth- grade regional geography materials, a move that sparked strikes and protests.   https://www.middleeasteye.net/news/blair-asked-palestinian-authority-remove-palestine-textbooks-former-uk-envoy-says    

Israel had already persuaded the Trump administration  since 2018 to pull  UNRWA funding, signalling a broader political objective to remove the very concept of the Palestinian ‘refugee’ from diplomatic negotiations. Following up on this effort, Israel declared UNRWA a ‘hostile entity’ across the Gaza Strip and the northern West Bank. This campaign culminated on August 25 when Israeli forces forcibly seized UNRWA’s Kalandia Vocational Training Centre north of Jerusalem. Located adjacent to a major expanding Israeli settlement, the historic UN facility is slated for demolition to make way for a state military museum. 

Forcing young refugee students from their classrooms at gunpoint to pave the way for Israeli bulldozers is an act of unadulterated state vandalism. It is the grim culmination of a vindictive strategy: if they cannot ethnically cleanse the population overnight, they will systematically demolish the very infrastructure that sustains Palestinian life. Whether they replace these vital schools with colonial zoning projects or, with grotesque irony, transform UN headquarters into nationalistic military museums, the message is unmistakable. Israel is proudly flaunting its absolute contempt for international law, weaponizing municipal machinery to butcher the future of an entire generation, and declaring that its ultimate policy for Palestinian society is complete and utter liquidation.

We must remember that in 2018, Israel successfully orchestrated a geopolitical theatre with the Trump administration, choking out 100% of U.S. funding to UNRWA under the explicit, arrogant pretence of taking the ‘right of return’ off the negotiation table. What began as a pen-stroke by American politicians seeking to legislatively erase the refugee status of millions has matured into military bulldozers tearing down physical classrooms in East Jerusalem. By destroying these schools, Israel is attempting to finish the job it started eight years ago: burying international law under heaps of rubble and violently forcing the world to accept a reality where Palestinian identity and displacement are completely rewritten out of existence. 

From Bernadotte to the boardroom: The ultimate betrayal

The trajectory from the assassination of Count Bernadotte on September 17, 1948, to the boardrooms of the Gaza ‘Board of Peace’ in 2026 represents the total collapse of global moral authority.

When the Stern Gang killed Bernadotte, the nascent Israeli government publicly feigned shock, but privately integrated the ideology of the assassins into the DNA of the state. Today, that ideology has triumphed globally. The international community, through its complicity with frameworks like the so-called Board of Peace, has effectively told the world that international law is obsolete. 

True peace cannot be engineered by a private board of trustees, nor can it be built upon the intentional erasure of millions of refugees. Until the international community returns to the fundamental legal truths that Count Bernadotte championed in 1948 -that peace requires justice, and justice requires the acknowledgment of the refugee’s right to exist- every master plan unveiled in Davos will be nothing more than a blueprint for continued oppression.

Today, the weapons of 1948 have been augmented by zoning laws and armour-plated Caterpillars,  but the objective remains unaltered. Under the grotesque banner of the Gaza ‘Board of Peace’, Israel is finalising a century-long project of institutional liquidation, proving to the world that in the vocabulary of the occupier, ‘peace’ is not a treaty- it is a bulldozer.
