Informed sources have indicated that significant progress has been made on the issue of Hamas’s weapons during intensive meetings in Cairo between the movement’s leadership and officials from Egypt’s General Intelligence Directorate, according to Russia’s RT channel.
The talks come as the Palestinian delegation—headed by Mohammed Darwish, chairman of Hamas’s Leadership Council, and including Khalil al-Hayya, Nizar Awadallah and Zaher Jabarin—seeks to agree a transitional administrative arrangement for the Gaza Strip. The discussions focus on forming an independent technocratic committee as a step towards comprehensive Palestinian national reconciliation.
According to the sources, the meetings aim to establish a framework for governing Gaza in the coming period, which remains politically and operationally complex, and to pave the way for the second phase of negotiations under the “Sharm el-Sheikh–Trump” agreement, intended to secure a long-term ceasefire.
The talks have reportedly centred on finalising the formation of a technocratic committee to temporarily manage the Strip, ahead of a broader reconciliation process. The sources suggested that the meetings are close to resolving the issue of “resistance weapons”, particularly concerning the retention of personal firearms.
Hamas has insisted on an end to Israeli escalation, citing 497 violations of the ceasefire agreement since its implementation, which it says have resulted in the deaths of more than 342 Palestinians.
Meanwhile, a high-level United States delegation has held discussions with Egyptian security officials on mechanisms for implementing the second phase of the Sharm el-Sheikh agreement, including options for securing a long-term ceasefire and stabilising the security situation, potentially through an Egyptian role within an international force.
Since Sunday, Cairo has hosted a series of high-stakes meetings between a Hamas delegation and the head of Egyptian General Intelligence, Major General Hassan Rashad, alongside separate talks with Palestinian factions including Islamic Jihad, the Popular Front for the Liberation of Palestine, the Democratic Front, the Popular Resistance Committees and the Palestinian National Initiative.
