Iran stated on Sunday that a potential agreement with the United States to end the ongoing conflict could be cancelled because of what Tehran described as American obstruction regarding key clauses of the proposed deal.

According to Tasnim News Agency, disagreements remain unresolved despite discussions held on Sunday, particularly concerning the release of frozen Iranian financial assets.

Iranian affairs analyst Ali Hashem said that optimism surrounding a possible memorandum between Tehran and Washington had quickly faded as tensions re-emerged over unresolved issues.

Citing an informed Iranian source, Hashem said Tehran believes Washington is retreating on two central matters: the mechanism for releasing frozen Iranian funds and the scope of a proposed ceasefire arrangement in Lebanon.

According to the source, the draft memorandum reportedly includes a framework for a ceasefire in Lebanon. However, Israel is said to oppose aspects of the arrangement and is pressing Washington to include language allowing Israeli military operations in Lebanon under the justification of responding to “any threat.”

The Iranian position reportedly rejects such wording and insists on a sustainable and permanent ceasefire.

The report added that Tehran informed mediators — including Pakistan — that it would not sign any memorandum unless all clauses are fully agreed upon and guaranteed.

According to the source, Pakistan suggested implementing agreed sections first and postponing disputed provisions, but Iran rejected that approach, describing the contested issues as fundamental and non-negotiable.

Hashem concluded that Tehran increasingly believes Washington is backing away from understandings previously reached through mediation efforts.
